The best prediction of this disaster can be found in a 5-part Times-Picayune series called "Washing Away" written in 2004. It is a very interesting series and leaves no doubt that the Corps of Engineers was trying but that The Preznit cut their funds and ordered the Corps to cease planning. The only remaining question is how Little bush can weasel his way out of this one.
