In light of security experts' warnings that future terrorist attacks on the U.S. mainland are inevitable and cannot be prevented, I recommend that "honest broker" nation-states and NGOs within the international community start truce negotiations with Osama bin Laden, now that the Bush administration has rejected his truce offer out of hand.

It is increasingly evident that neither the U.S. nor al Qaeda has the capacity to vanquish the other. Since al Qaeda, however, does have the capacity to inflict unacceptable levels of damage on American citizens and civil society constituents anywhere in the world, and the Bush administration is inflicting unacceptable damage on innocent civilians abroad and death, torture and cruel and inhuman punishment on anyone it chooses, civil society has nothing to lose and everything to gain from starting multilateral peace talks. How convenient that Bin Laden appears just as Bush is in a major trouble, his appointment to the supreme court waits in the wings for confirmation, and his illegal and felonious spying is coming under heavy fire.

How convenient indeed.
